As communities begin to think about getting “back to normal” as a result of COVID-19, correctional administrators will be faced with the challenging of restarting their facilities. A one-size-fits all approach to resume normal operations fails to account for the differences every state, county and community distinctively owns. Variances in positive cases, available resources, and values driving political, legal and citizen pressure to reopen will all shape the decision making, requiring administrators to be proactive and consider smart, legal-based solutions to manage risk.
