Last week, from September 21-25, 2026, the National Institute for Jail Operations (NIJO) welcomed corrections leaders from 14 states—spanning from Washington to Florida—to its nationally recognized ELITE Academy for Jail & Corrections Command Staff.

Designed to address the increasingly complex legal and operational challenges facing today’s detention facilities, ELITE Academy provides five days of advanced, legal-based training specifically designed for command staff—including sheriffs, jail administrators, wardens, directors, and supervisory leaders. The intensive program features a comprehensive curriculum developed by NIJO and delivered by nationally recognized attorneys and experienced corrections professionals.

Throughout the week, participants received in-depth instruction on critical topics such as policy development, inmate rights, leadership strategy, budgeting, inspections, and liability prevention—ensuring they left equipped with legally sound, actionable strategies for their facilities. While every jail differs in design, budget, staffing, and population, a strong legal framework empowers administrators to confidently tailor policies, procedures, operations, and training to meet the unique needs of their facility. This proactive, legally grounded approach reduces risk, strengthens decision-making, and ensures solutions are both practical and defensible. McCotter emphasized, “when corrections leaders fully understand the law and embed it into daily operations, they create safer facilities, build accountability among staff, and foster greater trust with inmates and the communities they serve.
