On October 15, 2025, several individuals who have demonstrated dedication and excellence in the corrections profession throughout their careers were recognized during  the JAILCON Souther Region Corrections Professionals Awards Ceremony and Luncheon held in conjunction with JAILCON25 Southern Regional Conference at the Renaissance Riverview Hotel in Mobile, AL.  

Tate McCotter, NIJO Executive Director and Melissa Bjergo, NIJO Director of Agency Development & Partnerships, presented the awards and also recognized agencies and individuals who had earned NIJO National Accreditation and Professional Certification.

CIVILIAN EMPLOYEE OF THE THE YEAR AWARD

The Civilian Employee of the Year Award recognizes a “non-certified” detention employee serving in a support section of a detention facility who demonstrates exceptional innovation by providing ideas and solutions that improve efficiency within the facility and advanced the mission of their respective agencies over the past year. This individual’s dedication and contributions exemplify the vital role civilian employees play in the overall success of a detention facility.

Ray Forney

Inmate Food Services Contract Manager, Broward County Sheriff's Office, FL

As Inmate Food Services Contract Manager, Ray Forney has demonstrated exceptional innovation, efficiency, and dedication in his service to the department. In his critical support role, Mr. Forney’s leadership and forward-thinking approach have directly enhanced facility operations and improved the quality of daily services.

Throughout the past year, Mr. Forney has pursued innovative solutions that align closely with the department’s mission. His expertise in managing and negotiating food service contracts has ensured cost-effectiveness while maintaining high standards of quality—benefiting both staff and inmates. His hands-on involvement in technology initiatives, including the introduction of heated food carts and juice bagging machines, has modernized core food service operations, increasing both safety and efficiency.

His commitment extends beyond inmate services. Mr. Forney has played a pivotal role in developing and expanding staff dining options and mini-mart services, which have had a positive impact on employee morale and workplace satisfaction. As noted in his nomination, “His leadership in food services contract negotiations ensured both cost-effectiveness and improved quality, directly benefiting the inmate population and facility operations.”

Colleagues consistently highlight his proactive mindset and steady professionalism. His nominator wrote, “Mr. Forney exemplifies the highest standards of professionalism, resourcefulness, and dedication. His contributions have made a measurable difference in the efficiency and quality of services within the facility, embodying the spirit of innovation and continuous improvement.”

Mr. Forney’s work demonstrates a clear understanding of the operational needs of both staff and inmates, coupled with an unwavering commitment to excellence. His accomplishments have produced measurable improvements in service quality, operational efficiency, and staff well-being. Through his innovation, vision, and dedication, Ray Forney has set a benchmark for civilian employees throughout the department and truly embodies the spirit of this award.

HEALTHCARE PROFESSIONAL OF THE YEAR AWARD

Amber Brown

Blount County Sheriff's Office, AL

Amber Brown has brought remarkable leadership, innovation, and compassion to our facility’s medical department—transforming the way healthcare is delivered to both staff and inmates.

Under her direction, the department has stayed under budget for two consecutive years—an impressive achievement in any healthcare setting. Through careful financial stewardship, Amber reinvested those savings into updated medical equipment and the remodeling of a modern clinic space. “This new clinic not only enhances efficiency,” one nominator wrote, “but also provides a more private, professional environment for both staff and inmates.”

Her commitment to teamwork has been equally impressive. Amber implemented a department-wide initiative requiring medical staff to complete the DACOTA online training courses, strengthening collaboration and understanding between medical and security personnel.

One of her most impactful achievements has been completely revamping the med pass process. “What once took over an hour and a half now takes under 30 minutes,” her nomination reads. “This streamlined approach has freed up valuable time for our officers, improving operational flow throughout the facility.”

Through hands-on training and mentorship, Amber has empowered her staff to handle more complex medical care on-site. The facility has gone from multiple outside medical visits each month to just one in the past two years—reducing overtime, improving security, and elevating the standard of inmate care.

Amber’s innovation, financial discipline, and heart for service have reshaped our healthcare program. Because of her leadership, our inmates now receive some of the best correctional healthcare available, and our staff benefit from a more efficient, collaborative, and compassionate environment.

DETENTION OFFICER OF THE THE YEAR AWARD

JAILCON25 Southern Region_Detention Officer of the Year

Yvernnee Washington

Deputy, Johnson County Sheriff's Office, KS

Deputy Yvernnee Washington, Harrison County Sheriff’s Office, MS, began her career at the Harrison County Adult Detention Center on September 1, 2011, serving as the Law Librarian. From day one, she ensured every inmate had equal access to the law and the resources they needed. Her dedication and attention to fairness quickly became a defining part of her work.

Despite already working overtime in the medical department, Deputy Washington stepped up to take on an additional critical role as Accreditation Manager—a demanding position requiring exceptional organization and a detailed understanding of NIJO’s standards. Within just a few months, she submitted all 615 standards with full documentation to the National Institute for Jail Operations. Her focus and efficiency ensured the facility was well-prepared for its reaccreditation year.

When NIJO inspectors arrived for review, Deputy Washington conducted herself with confidence and professionalism, addressing every question as though she had been in the compliance role for years. Though the inspection identified six areas needing correction, she immediately went to work, ensuring each issue was resolved within the month. Thanks to her diligence, Harrison County ADC maintained its Level I Accreditation—the highest standard of legal and operational compliance.

Her leadership and commitment have set a powerful example for her peers. As Chief Deputy Necaise wrote, “Over the past ten months, I have witnessed [Deputy Washington] go above and beyond [her] duties to ensure that the Harrison County Sheriff’s Office receives our NIJO Accreditation. [Her] diligence and ability to focus on the small details is what makes [her] so successful. The Pareto Principle says that 20 percent of an organization’s employees are responsible for 80 percent of its success. [She is] part of that 20%.”

Deputy Washington’s expertise, integrity, and enduring passion for her work make her an indispensable member of the Harrison County team—and a deserving recipient of the Detention Officer of the Year Award.

DETENTION SUPERVISOR OF THE THE YEAR AWARD

Sergeant Nathan J. Lalashuis

Voluisa County Sheriff's Office, FL

Sergeant Nathan Lalashuis is a respected, instinctive leader who exemplifies professionalism and calm under pressure. His Shift Commanders rely on him to ensure daily operations run smoothly and efficiently, and his subordinates look to him as a role model and mentor. Known for his steady demeanor, he can always be counted on to respond to critical incidents with composure and sound judgment.

In day-to-day operations, Sergeant Lalashuis is more than a supervisor—he’s a teacher and coach. He works closely with new staff, guiding them through line movements and demonstrating proper search procedures. His presence on the floor builds both confidence and competence among his team.

Yet it’s what he does beyond his assigned duties that truly sets him apart. Following the unexpected passing of a coworker, Sergeant Lalashuis organized a fundraising effort for the officer’s children—an act that spoke volumes about his compassion and leadership. During Corrections Week 2025, he volunteered his own time to cook for both morning and evening shifts, ensuring everyone felt appreciated.

As one colleague described, “Sergeant Lalashuis leads by example through his calm and professional demeanor.”

Through his leadership, mentorship, and genuine care for those around him, Sergeant Lalashuis continues to elevate the Volusia County Division of Corrections. His actions—both on and off duty—embody the very best of the corrections profession.

Sierra Wilks

Sierra Wilks, Chief of Corrections, Cherokee County Sheriff’s Office, AL,  exemplifies the leadership, compassion, and dedication that define an exceptional jail administrator. As described in her nomination, “She consistently demonstrates concern not only for the staff who work under her, but also for the inmates in her care.”

Her leadership extends far beyond administrative responsibilities—Sierra often steps in to perform the same duties she asks of her team, whether booking individuals, conducting searches, or working the housing blocks. This hands-on approach has earned her deep respect from both staff and peers.

Over the past five years, Sierra’s growth as a leader has been remarkable. Even before becoming Jail Administrator, she was known as one of the hardest-working people on shift, setting the standard through her example. Now, as a leader, she not only gives direction but also stands at the front when challenges arise—proving that true leadership is built on action and accountability.

Sierra’s vision for the Cherokee County Jail is both disciplined and compassionate. She balances firmness with fairness, promotes professional development, and encourages her team to continuously improve. Her humility and forward-thinking mindset inspire excellence across the facility.

As her nominator shared, “Sierra is a caring and selfless leader… her dedication to her team, her inmates, and her community reflects the qualities that this award is meant to honor.”

Through her example, Sierra Wilkes sets the standard for correctional leadership and is truly deserving of the Administrator of the Year Award.

Lt. Jackie McNatt, Limestone County Sheriff’s Office, AL, exemplifies dedication, versatility, and leadership in every aspect of her work. She seamlessly manages multiple roles, including operations management, logistical coordination, training support, and event leadership. Her commitment goes above and beyond: “She works extended hours, performs tasks beyond her job description, and maintains consistency in delivery across all areas of responsibility.”

Her efforts have directly enhanced the readiness of the facility, improved officer preparedness, and ensured flawless execution of events. Colleagues consistently note her reliability and the measurable impact of her contributions. Lt. Pat Bedford

Major, Gordon County Sheriff's Office, GA

Major Patrick H. “Pat” Bedford, Gordon County Sheriff’s Office, GA, is a veteran law enforcement officer with more than 30 years of service.  In 2008, newly elected Sheriff, Mitch Ralston, sought out and recruited Major Bedford, who was then serving as Jail Administrator in neighboring Catoosa County,  to serve as his Jail Administrator upon the advice and recommendation of trusted friends and advisors.  Sheriff Ralston said, “It is one of the best decisions I have made as a sheriff.” 

At that time, Gordon County was about to open a brand new $30 million dollar, 376 bed jail.  Under Major Bedford’s leadership the opening of the new jail was seamless, and the county successfull transferred hundreds of inmates, without incident, fed, clothed, and medically cleared in one day!

Under Major Bedford’s management, in over 16 years, the Gordon County Jail has never suffered an adverse civil judgement in either state of federal court.  In addition, the jail has never ended a fiscal year over budget. 

Sheriff Ralston praised Bedford’s dedication and unwavering commitment to excellence in corrections management and public safety.

“Major Bedford’s leadership and integrity have made a lasting impact on our agency and community,” Sheriff Ralston said. “This recognition is well deserved.”

DISTINGUISHED VALOR AWARD

This award recognizes individuals whose heroic actions demonstrate extraordinary bravery and unwavering commitment to duty in the face of imminent danger.  Their bravery serves as a powerful reminder of the risks inherent in this profession and the exceptional valor it takes to protect and serve.

Antonacio Ortiz

Officer, Volusia County Sheriff's Office, FL

The first Distinguished Valor Award was presented to Officer Antonacio Ortiz with the Volusia County Sheriff’s Office (FL).

On June 17, 2025, Officer Antonacio Ortiz had just graduated from the corrections academy and was attending dinner when he was alerted to a dangerous situation. Another student informed him of a man in the parking lot, striking the inside of his vehicle with a machete. Officer Ortiz quickly assessed the scene and observed the individual exiting the vehicle, waving the machete around
Fearing for the safety of others, Officer Ortiz “drew his personal weapon and instructed the person to drop the weapon.” Despite the individual appearing to be in crisis and attempting to draw fire, Officer Ortiz maintained his composure. Through his calm, decisive actions, he was eventually able to detain the person until law enforcement arrived.
Officer Ortiz’s heroic response prevented potential harm to others and demonstrated extraordinary courage and professionalism in the face of imminent danger. His quick thinking and restraint ensured the situation was resolved safely, highlighting the training, judgment, and dedication required of corrections officers.
His actions reflect the highest standards of service and selflessness, and they undoubtedly saved lives. “His heroic actions in meeting this threat no doubt saved others.” It is with great honor that we recognize Officer Antonacio Ortiz for his bravery, composure, and unwavering commitment to the safety of those around him.

JAILCON25 Southern Region_Distinguished Valor-2_Sewell

Germain Sewell

Deputy, Broward County Sheriff's Office, FL

The second Distinguished Valor Award was presented to Deputy Germaine Sewell with the Broward County Sheriff’s Office (FL).

On Wednesday, February 5, 2025, while on his lunch break outside the Paul Rein Facility, Deputy Germaine Sewell noticed two women frantically signaling for help. Without hesitation, he stopped to assess the situation and learned that an elderly man had fallen from his car, which was still in drive and rolling toward an intersection amid moving traffic.

Demonstrating remarkable courage and quick thinking, Deputy Sewell “immediately put his vehicle in drive and followed the runaway car.” Upon reaching the vehicle, he exited his car and pursued it on foot. He managed to grab the driver’s side door, jump inside, and press the brakes, successfully stopping the vehicle mere moments before it could collide with a school bus.

Deputy Sewell then safely moved the vehicle out of traffic, secured it on the roadside, and attended to the elderly man, confirming he was unharmed. He helped him to his feet and ensured he was safe while awaiting medical assistance, promptly calling 911.

His actions exemplify bravery, decisiveness, and a commitment to the safety of others. “Demonstrating remarkable courage and quick thinking, Deputy Sewell immediately put his vehicle in drive and followed the runaway car.” Through his rapid response and extraordinary presence of mind, Deputy Sewell prevented a potentially catastrophic accident and ensured the well-being of all involved.

It is with great honor that we recognize Deputy Germaine Sewell for his heroism, quick action, and unwavering dedication to protecting the community.

DETENTION FACILITY INNOVATION AWARD

The Detention Facility Innovation Award recognizes detention facilities that have demonstrated exceptional achievement in developing and/or enhancing a particular aspect or feature in their facility or in the operations of the facility in line with the mission of the Sheriff’s Office during the past year.

Flagler County Sheriff's Office, FL

The first Detention Facility Innovation Award was presented to Flagler County Sheriff’s Office (FL).

Under the leadership of Sheriff Rick Staly and Chief Daniel Engert, the Flagler County Sheriff’s Office (FCSO) has transformed their Detention Facility into a model of correctional innovation and reform. Their shared vision redefined the facility’s mission—from detention to crime abatement through recidivism reduction—focusing on rehabilitation, education, and recovery.

Two groundbreaking initiatives embody this mission: the Successful Mental Health and Addiction Recovery Treatment (S.M.A.R.T.) Program and Homeward Bound. The S.M.A.R.T. Program, launched in partnership with EPIC Behavioral Healthcare and funded by the U.S. Department of Justice, provides evidence-based treatment for inmates struggling with addiction and mental health disorders. Participants receive individualized counseling, peer support, and structured aftercare—resulting in an 85% non-recidivism rate among graduates.

The Homeward Bound Program, created in partnership with Flagler Technical College, equips inmates with trade certifications in high-demand fields such as HVAC repair, culinary arts, electrical work, and graphic application. Graduates leave with professional credentials and a pathway to sustainable employment.

As Sheriff Staly explained, “Improving inmate outcomes improves our community. Inmates are being held accountable, but their children shouldn’t be punished for the mistakes of their father… We wanted to stop the cycle and let children of inmates know their father loves them.”

Through forward-thinking leadership and proven results, the FCSO’s Sheriff Perry Hall Inmate Detention Facility stands as a national model of innovation in corrections—making them a most deserving recipient of the Detention Facility Innovation Award.

Derek Strickland

The Executive Director Award goes to an individual that has made a significant and profound impact upon our profession that may fit outside of the scope of the other awards announced here but deserves recognition.

Those who know Derek Strickland describe him as someone who gives everything he has to make others better. From across this profession, colleagues  and customers have shared words that capture his character and impact:

“Derek cares deeply about jails. He wants us to be safe, trained, and equipped to do our jobs. He’d give the whole world if he could.”

“He’s genuine and real. I’ll be forever grateful for what he’s done for me and my agency.”

“When I’m in a bind, Derek’s the person I call — though I almost hate to, because he’ll drop everything to help and go far beyond what I ask.”

“I don’t know a better human being on the planet. He’s pure goodness.”

Derek is known for his humility and quiet dedication. He never seeks attention, preferring instead to focus on serving others and improving the profession. He is always where he’s needed, a doer rather than a talker, and his life revolves around advancing the mission of  corrections as well supporting the people who have dedicated their careers to corrections.

What makes this recognition especially meaningful is the shared legacy Derek carries from his father — a man who instilled in him a love for corrections and a respect for people. That legacy lives on through Derek’s actions every day. He treats everyone with respect, humility, and loyalty, always looking for the best in others and helping them succeed.

Derek’s servant leadership has left an indelible mark on the field. His generosity, encouragement, and tireless efforts have helped countless professionals access training and resources that strengthen both individuals and agencies. His name, wherever mentioned, is always met with a smile.

This award is a reflection of the gratitude felt by so many who have worked alongside him. This profession is better because of Derek and the world is better because of Derek.

NIJO National Accredication Recognition

NIJO Accreditation is an established process for correctional administrators to verify and be recognized nationally as compliant to what the law requires to run a constitutionally safe facility. As the only such accreditation in the country, NIJO promulgates over 600 Legal-Based GuidelinesTM specific to each state, to ensure that detention and correctional facilities comply with current legal requirements applicable to each state, circuit court and federal rulings and statutes. Achieving accreditation is not a walk in the park. It requires legal-based policies and procedures, documentation and consistency on all levels.

Baldwin County AL Sheriff’s Office continually shows their dedication to legal-based principles and always impresses our inspectors on each and every inspection. Shelby County Sheriff’s Office (AL) was the first agency in Alabama to receive National Accreditation through NIJO.  They recently completed their third year of their third cycle, meaning they have maintained their accreditation for over 8 years. Shelby County SO has shown their commitment to running a legally-defensible and sound facility by achieving a Level I accreditation, again, the highest level achievable.
